IMPACTS (Information Management Policies Assessment for City Transportation Systems) was established on the initiative of transport policy makers from major European cities. The aim is to develop a common strategy for the use of intelligent transport systems in urban agglomerations and promote the exchange of information and experience in the field of urban mobility and transport policy. IMPACTS is an association which consists of three organisations in different continents: IMPACTS Europe, IMPACTS North America, which was established in 1996 on the initiative of NACTO, the National Association of City Transportation Officials, and IMPACTS Latin America, which was established in Quito in 2004 by the signing of a Memorandum of Understanding by 20 Latin American capital and metropolitan cities.
IMPACTS Europe was established on 30 March 1998 as an association under French law by a constitutive assembly of city representatives in Brussels. Its members are transport policy makers from European capital cities or large urban agglomerations. The following cities are members of IMPACTS Europe: Amsterdam, Barcelona, Berlin, Brussels, Budapest, Geneva, Gothenburg, London, Paris, Rome, Vienna and Zagreb.
